The National Authority for Electronic Certification (NAEC) is the competent authority that supervises the enforcement of this Law and bylaws issued to its pursuance. NAEC is a central public institution, of legal character, dependent of the Minister of State. The NAEC's residency is Tirana; it is financed by the State's budget and from revenues derived from its activity. Pursuant to the Law and bylaws the NAEC has the full integrity to enforce its law and other provisions. The structure is approved by the Prime Minister, by the proposal of the Minister.

NAEC has the following duties:

1. Registers the Certification Service Providers and the Testing and Confirmation Bodies;
2. Registers the valid, suspended and revoked certificates;
3. Supervises the activity of the CSPs and TCBs;
4. Inspects and takes administrative measures as specified by the Law.
