The Assembly of the Republic of Albania, ratified the Law on Electronic Signature in February 2008, and in May 2009 the Council of Ministers approved the Ordinance on Electronic Signature, and the Ordinance on Costs and Fees. Other Laws that have been approved or will be approved in the future as the law for public procurement, e-commerce, e-government, electronic document together with the usage of the ID card will allow the widespread use of electronic signatures.

The Law, Ordinance and other technical guides are based on the European Union Directive 1999/93/CE. This Directive, approved in 1999 by the European Council and the European Parliament created the framework where all the members of the Union based their legislation on electronic signatures. This directive facilitates the coordination and creates a single system of reference among all members of the European Union.

The 1999/93/CE Directive is the result of the work from specialist from the most advanced countries in this field, and is an important reference to all the countries that candidate to become a member of the EU.
